Event House Rules

General

The foundation and the power of enforcement of the Event House Rules for the Letzigrund Stadium, Zurich are based upon domiciliary law, private law as well as public law provisions. They are furthermore based upon SFL guidelines and provisions and comply with FIFA, UEFA, SFV and IAAF provisions.
The Letzigrund Stadium is under video surveillance for safety reasons.

Scope

The House Rules form an integral part of right of admission granted to visitors and employees to the public facilities of the Letzigrund Stadium, Zurich, and the Letzigrund Stadium in operational status during events. They apply to the entire enclosed public stadium site and to the parking spaces, encompassing the surface area indicated on a separate site map. The site map is presented toge­ther with the Event House Rules. They are valid for all events held.

OBJECTIVES OF the House Rules

The objectives of the House Rules are:
>to prevent danger or injury/damage to persons and objects;
>to protect the stadium from damage and litter;
>to ensure that events take place without any disruptions;
>to preserve the long-term character of the stadium, and its site, in its capacity as an inner-city stadium.

Visiting

>The site may only be visited by persons who have in their possession a valid entrance ticket or other entrance entitlement (e.g. an accreditation) or who are able to demonstrate their entitlement to visit the event by other means. Entrance entitlements must be presented when entering the site and within the site at the request of the police or of the security staff and officials. A suitable ID document must be presented upon request.
>The site may only be visited by persons who safeguard public order. It is prohibited
 - to disrupt public safety and order;
 - to harass, to alarm or to endanger persons or animals;
 - to improperly use alarm systems, emergency calls or emergency signals;
 - to damage or to litter the site or the stadium;
 - to cause a public nuisance or to be in breach of manners/customs.
>Driving and parking on the site is only allowed with a special permit, and the public underground car park may only be used with authorisation documents. All restrictions must be respected. In addition, the Road Traffic Regulations (Strassenverkehrsordnung) apply to the whole site.
>Persons who are the subject of a stadium ban or who are under the effect of alcohol and/or drugs are not entitled to enter or visit the Letzigrund Stadium, Zurich, even if they are in possession of a valid entrance ticket.
>Spectators must take the seat specified on the entrance ticket for the respective event or match. The rules specified in the entitlement documents must be observed and adhered to at all times. The specified routes and paths must be used within the site and its facilities.

Entrance checks

>All visitors entering the site are obliged to present their entrance authorisation to the security staff and officials automatically, and also to the police upon request, and are required, upon request, to submit the authorisation for inspection or to present other enti­tlement documents. The obligation to produce these documents also remains in force throughout the visit to the site. In the event of failure to comply with this obligation, access will be refused and the respective persons will be expelled from the stadium. The validity and usability of the entrance tickets are in accordance with the general ticket terms and conditions of business for entrance tickets of the respective event organiser.
>The security staff and officials deployed by the event organiser shall be entitled to check – also with the use of technical means – whether visitors represent a safety risk on the basis of the consumption of alcohol or drugs, or because they are carrying weapons or dangerous or flammable items. Security staff and officials shall be entitled, with the consent of the respec­tive persons, to search items of clothing and containers in their possession. Technical means and equipment may also be deployed and used for this.
>Persons who are unable to demonstrate their entitlement to visit the site, and persons who represent a safety risk or who refuse to undergo searches will be expelled and prevented from entering the site. This also applies to persons against whom a national or international stadium ban has been issued. Visitors who have been refused entry will not be entitled to demand reim­bursement of the entrance fee.

Conduct on the site

>All persons entering the site must behave in such a manner that no other person is injured, endangered, hindered or harassed.
>All persons entering the site must obey the instructions of the police, fire brigade, security staff, officials and rescue services, as well as the stadium announcements. Any person who wilfully or negligently fails to obey these instructions may be ordered to leave the site by the security staff, the officials or the police.
>All visitors entering the site must take the seat allocated to them and shown on the entrance ticket, and must make their way to this seat exclusively using the entrances specified for this purpose. For safety reasons and in order to guard against risks, visi­tors shall be obliged, on the orders of the police or of the security staff or officials, to take seats other than those specified on their entrance tickets – possibly even in other blocks.
>All entry and exit routes as well as the emergency, escape and rescue routes must be kept clear. Irrespective of these House Rules, additional necessary restrictions may be imposed on a one-off basis to prevent or to remove mortal dangers, health hazards or risks to property. Directives issued by the police or the security staff and officials for this purpose must be obeyed.
>All persons entering the site must ensure that they do not carelessly discard waste, packaging materials and empty containers, but instead dispose of these in the waste bins provided on the site. In conjunction with this, the separate disposal of different categories of waste materials should also be strictly adhered to.
>All persons entering the site give their consent, irrevocably and for all current and future media, to their image and their voice being used, free of charge, in photographs, live transmissions, broadcasts and/or recordings of image and/or sound which are pro­duced by the stadium operator or the respective event organiser or its representatives in conjunction with the stadium visit or event.

Guidelines pertaining to the carrying of objects (Football)

Based upon Art. 4, Art. 8 (2), Art. 10 and Art. 20 of the SFL Safety Regulations [SFL Sicherheitsreglement (‘SiRegl’)].
CHAPTER I: GENERAL PROVISIONS
Article 1 – Prohibited objects
Carrying the following objects is prohibited throughout the entire stadium site:
a) objects which may not lawfully be carried or possessed;
b) objects which could be used for actions prohibited in stadiums;
c) dangerous objects.
d) objects containing hidden messages or messages glorifying violence.
CHAPTER II: ENTRANCE CONTROLS
Article 2 – Basic principle
Entrance and security checks must be conducted at all entrances to the stadium in conjunction with all championship matches (also see guidelines pertaining to the functions and duties of security representatives).
Article 3 – Refusal of entry
The following persons shall be refused entry to the stadium:
a) persons who refuse to prove their identity when asked to do so, or who refuse to be searched for prohibited objects;
b) persons who are carrying objects which may not lawfully be carried or possessed;
c) persons who refuse to deposit objects for safekeeping, until the end of the home club’s match, which are dangerous or which could be used for actions which are prohibited in stadiums;
d) persons against whom a stadium ban is pending at the time of the control.
Article 4 – Searching of persons
Persons must be searched by officials of the same gender.
Article 5 – Securing and deposition of objects
Objects which may not lawfully be carried or possessed must be secured and handed over to the police, together with the personal details of the owner. The home club must ensure that the objects seized at the time of the entrance check, which are dangerous or which could be used for actions which are prohibited in stadiums, can be deposited for safekeeping until the end of the match, along with the personal details of the owner. The home club may, at its own discretion, decide what form this safekeeping shall take, and shall not accept any liability for objects which are lost or which fail to be collected.
CHAPTER III: PROHIBITED OBJECTS
Article 6 – Weapons, clubs and objects which could be used as clubs
Prohibited and/or dangerous objects, pursuant to the relevant UEFA provisions for UEFA competitions, are deemed to include inter alia: a) firearms of all kinds b) knives of all kinds c) knuckledusters d) baseball bats e) glass and PET bottles and cans, Tetra-Pak containers.
Attention is furthermore drawn to the relevant public law provisions.
Article 7 – Fireworks
It is prohibited to carry or to let off fireworks of any kind and any persons found doing so will be banned from the stadium. Fireworks are deemed to include inter alia:
a) sparklers
b) volcanoes
c) candles
d) torches
e) bangers, howlers and smoke bombs of all kinds
f) Bengal lights.
Attention is furthermore drawn to the relevant public law provisions.
Article 7a - Items used as face coverings
It is prohibited to carry items to be used as face coverings. These include inter alia:
a) hooded jumpers with integrated face covering devices, e.g. nets or screens
b) balaclavas and storm masks.
Article 8 – Laser devices
It is prohibited to carry laser devices (laser pointers).
Artikel 9 – Vuvuzelas
Vuvuzela are not allowed in the stadium.
CHAPTER IV: THE CARRYING OF MEGAPHONES
Article 10 – Basic principle
It shall be left to the discretion of the event organiser to permit or to prohibit the carrying of megaphones or similar voice ampli­fiers into the stadium.
Article 11 – Conditions in the event of megaphones being permitted
Should the home club permit the carrying of megaphones and/or similar voice amplifiers, then the following conditions shall be applicable.
a) Responsibility for registration shall in every case lie with the home club.
b) The users of megaphones and voice amplifiers must be registered by the security officials of the home club. The registration shall be carried out by means of a form, available from security officials. The user must complete the form comprehensively, and must return this to the security officials of the home club, ensuring that the home club is in possession of the completed form at the latest 48 hours prior to the match at which the megaphone or the voice amplifier is to be deployed. The user must ensure that he/she has been provided with a copy of the form countersigned by the security officials of the home club.
c) The registration shall apply for not more than one half of a season.
d) The registered person shall be personally liable for all activities performed with the item of equipment registered in his name.
e) Non-registered persons may not bring along or use megaphones or voice amplifiers.
f) Items of equipment, which have not been registered, may not be brought along.
g) The security officials of the respective home club shall be responsible for checking the authorised utilisation of megaphones and voice amplifiers.
h) On each occasion that a megaphone or voice amplifier is brought into the stadium, the owner must present the countersigned form, together with an official ID document, insofar as he is not sufficiently well known.
CHAPTER V: THE CARRYING OF FLAGS
Article 12 – Prohibited flags
Flags with racist, sexist, provocative, insulting or impious slogans are prohibited.
Article 13 – Flags without fixed frames
Fabric flags without fixed frames are permitted.
Article 14 – Flagpoles
Flagpoles made of wood or metal are prohibited. Flagpoles made of flexible plastic (e.g. hollow plastic ‘KIR’ tubes) and telescopic flagpoles made of flexible plastic of a length of up to max. 600 cm are permitted.
CHAPTER VI: THE CARRYING OF BANNERS
Article 15 – Basic principle
Banners made of fabric, without fixed frames, are permitted, insofar as these do not obstruct either other spectators’ clear view of the pitch, or the hoarding advertising, when they are hung up inside the stadium.
Article 16 – Prohibited banners
Banners with racist, sexist, provocative, insulting, impious or politically extremist slogans may not be carried.
Article 17 – Other events
Modified rules may be applied for other events.
CHAPTER VII: Ban of face covering
Article 18- Basic principle
It is forbidden to wear face covering anywhere in the stadium. Any persons found to be in breach of this rule will be banned from the stadium.

Liability

Visitors enter the site at their own risk. The stadium operator (City of Zurich Sports Department) or the respective event organiser shall have unlimited liability, in accor­dance with the statutory regulations, for mortal injuries, physical injuries or health impairments culpably caused by the stadium operator (City of Zurich Sports Department) or the respective event organiser, its statutory representatives or vicarious agents. In other respects, the stadium operator (City of Zurich Sports Department) or the respective event organiser shall only be liable for losses caused deliberately or through gross negligence by it, its statutory representatives or vicarious agents, unless essential contractual obligations have been affected. Except in cases of deliberate acts, the liability of the stadium operator (City of Zurich Sports Department) or of the respective event organiser shall be limited to compensation for the foreseeable, typical contractual loss, unless it has breached essential con­tractual obligations through gross negligence. Accidents or damage must be reported without delay.

Contraventions

>If the behavioural requirements of these House Rules are breached, then the stipulated sanctions (expulsion, stadium ban, damages and/or criminal charges) may be imposed upon the offender, with the right to claim compensation through legal channels being reserved in all cases.
>Every contravention of the House Rules and, in particular, all behaviour which jeopardises safety shall entitle the security staff and officials to expel the offender from the stadium or from the site.
>Persons whose behaviour is in breach of these House Rules or who otherwise jeopardise safety within the stadium or on the site may be banned from the Letzigrund Stadium, Zurich.
>Any persons found to be carrying or letting off fireworks or found to be in breach of the prohibition of face coverings will invariably be banned from the stadium.
>The relevant information pertaining to the respective incident, including personal details, which are collected within the frame­work of taking action against a breach of these House Rules, shall be made available to the relevant authorities in order to enable a criminal investigation to be initiated, as well as to the responsible bodies (e.g. SFL/SFV in the case of football, the police, etc.) for the purpose of ascertaining the appropriate measures, specifically to impose a national stadium ban.
>In the event of a stadium ban being imposed, the offender or offenders shall, in any case, be required to pay a flat rate fine to cover the cost of the investigation into the incident and administrative expenses amounting to CHF 1'500. The right to claim com­pensation through legal channels is reserved.
>Fines and/or other claims which are imposed on the event organiser and/or owner of the stadium as a consequence of a breach of the House Rules or due to other misconduct by visitors may subsequently be passed on to the offender.
>Criminal offences and administrative offences shall always result in a formal complaint being filed.

Sound and image recordings

>All persons entering the site/stadium recognise that this is a public event and declare that they agree that sound and image recordings may be made of them free of charge, which may be used by means of a direct or time-delayed video display, direct or time-delayed broadcast or other transmission or recording or photographs or other current and/or future media technologies, free of charge. Vis­it­ors are also aware and agree that, in the interests of general security and in order to take action against con­traventions of the House Rules and statutory breaches, video recordings of the spectator areas may be made within the Letzigrund Stadium, Zurich.
>All persons entering the stadium recognise that they may only make and/or transmit sound and/or image recordings and/or descriptions of the stadium or of the event, as well as of the results and/or statistics pertaining to the event, for private purposes. It is, in any case, prohibited to transmit sound material and/or images, descriptions, results and/or statistics pertaining to the event, whether wholly or in part, via the Internet, radio, television or other current and/or future media technologies, or to support other persons in the execution of such activities.

Concluding provisions

>These Event House Rules are set to come into force on 24 August 2007
>The respective event organiser may, at its discretion, amend individual items included in these House Rules in accordance with its particular requirements. The current version of the House Rules shall be made available to visitors by suitable means (publication on the homepage of the event organiser, on billboards on the site or in the stadium).
>These regulations are valid for all the events which will be organised and carried out in the Letzigrund stadium.
